This study aimed to investigate the major contributing factors to blended learning management in higher education institutions in Indonesia. The research focused on identifying the management process including, planning, organizing, implementing, and evaluating the outcome of blended learning management in an engineering study program at Electronic Engineering Polytechnic Institute of Surabaya and Telkom University of Bandung. This was qualitative descriptive study with a naturalistic approach. The data were collected through interviews, observation, and document review. The research results showed that four functions of the management process affect the outcome of blended learning implementation significantly. First, planning is outlined in a work agenda and covers lesson plans, infrastructure needs, supporting applications, and information systems development. The second managerial function is organizing the learning activities, human resources, budgets, and available facilities, such as library and laboratory resources. Third, blended learning is implemented based on predetermined targets through classroom instruction, academic advising, guardianship, ICT transformation, and information systems. Lastly, the process evaluates the learning quality including, the assessment system, human resource performance, learning facilities, and student learning services.
