Teaching material is one of the main components in teaching and learning, not least in the innovation of learning strategies that are carried out. This research and development aims to (1) produce inquiry-based teaching materials by POGIL models that are feasible and valid, as well as (2) knowing the effectiveness of these teaching materials in improving the capabilities (conceptual understanding, science proccess skills, and attitudes toward skills) of high school students. Method used in the development was 4D models. The result showed that viewed from the content, linguistic, presentation, graphic, analogy truth, and concept truth, teaching materials is feasible and valid used in learning. In addition, teaching materials are also effective in strengthening conceptual understanding, science process skills, and attitudes toward science. © 2021 Author(s).
