Assessment is one of the main factors to measure the success of learning, including blended learning. Until now, the development of assessment instruments to assess student attitudes is still limited. Based on the results of interviews with several elementary school teachers in Malang, it is known that an assessment benchmark is needed to assess student attitudes. The research instrument uses a questionnaire/questionnaire for material expert validators, evaluation experts, and users. Data analysis using percentage technique. The results showed that the resulting instrument was valid and reliable. The level of material validity is 92.18%, the evaluation validity is 85%, and the level of reliability is high. The results showed that the developed instrument could be used to evaluate students' attitudes in blended learning. © 2022 IEEE.
