Although the Surabaya-Malang toll road has been open since the end of 2019, traffic is still not as heavy as projected. This issue could be caused by vehicle operating costs (VOC). The purpose of this research was to analyze vehicle operating costs and the best speed for travel on the main arterial routes and the Surabaya-Malang toll road. Passenger cars, buses, and trucks were among the vehicles investigated. The PCI method was used to calculate the data. The findings of this study show that 1) vehicle operating costs for passenger cars, buses, and trucks traveling on toll roads are higher than those traveling on primary arterial roads, 2) for passenger cars, buses, and trucks, the optimal speeds on toll roads and primary arterial roads are 53.3 km/h, 62.55 km/h, and 60.39 km/h, respectively. © 2021 Author(s).
