From a macro perspective, entrepreneurship is one of the contributors to economic growth in a country. So, the state encourages increasing the quality and quantity of entrepreneurship in Indonesia. Universities have an important role in creating new entrepreneurs. So, learning in higher education should prepare students to have entrepreneurial skills. This research aims to analyze the implementation of simulation-based learning, namely the ESD-EDU Simulator, to increase students' motivation to develop their business plans. What is meant by ESD-EDU Simulator is a game that we developed ourselves as a business simulation tool in Entrepreneurship classes. This research uses a classroom action research method with two cycles. The research results show that simulation-based learning can increase students' motivation to become entrepreneurs. © 2024 IEEE.
