Amid digital disruption and growing sociopolitical fragmentation, Pancasila faces the risk of being reduced to mere normative rhetoric rather than a lived practice of citizenship. Indonesia’s young generation, who have grown up as digital natives, face this paradox directly. Such circumstances highlight the need of formulating strategies to transform Pancasila from discourse into tangible action. This paper introduces an integrative framework to operationalize the actualization of Pancasila among youth in contemporary society. This research adapts a narrative review method because it focuses on synthesizing cross-disciplinary evidence related to youths’ strategies for reviving Pancasila, which is complex and multidimensional. The study literature sourced from several databases, including ScienceDirect, SpringerLink, Wiley, Taylor & Francis/Emerald, and Google Scholar. Data were analysed through thematic synthesis using open coding, axial coding, and selective coding to identify patterns, strategies, and research gaps. The analysis yielded five clusters of strategies: (1) character education through the Profil Pelajar Pancasila (P5); (2) service-learning initiatives that link academic achievements with social impact; (3) digital citizenship and youth movements mediated through social media; (4) social innovation and cooperative entrepreneurship; and (5) rural–urban partnerships that provide formal spaces for deliberation. The identified strategies support civic efficacy, broaden social capital, and connect normative understanding with concrete practices of citizenship. The study indicates that the shift from discourse to action depends on a multilevel ecosystem supported by authentic experiences and an inclusive policy framework. The Pancasila Civic-Action Ladder (PCAL) model operates both as a conceptual lens and a practical roadmap for educators and policyscholars to animate Pancasila through youth-led initiatives. © 2026, Malque Publishing.
