The rapid evolution of digital technologies and the push towards smart education models necessitate institutional preparedness for adopting Smart Learning Environment (SLE), particularly in developing countries. This study aims to develop and validate a contextual readiness model for SLE implementation tailored to the Indonesian higher education system. A qualitative exploratory approach was employed, involving in-depth interview with eight domain experts and thematic analysis to identify key readiness factors. The study identified four critical dimensions—Organization, Technology, People, and Learning—comprising thirteen factors and thirty-nine initial indicators. These indicators were further refined and validated using the Content Validity Index (CVI), resulting in thirty-eight indicators deemed valid and relevant. The final model offers a comprehensive framework that enables institutions to assess their readiness for SLE implementation, ensuring alignment strategic planning with national education goals and global sustainable development objective (quality education). ©2025 IEEE.
