Abstract

This study reports the development and expert validation of a Google Classroom based instructional model designed to deliver a human-centric learning approach focused on mental health and moral ethics for civil servant candidates within the Indonesian National Research and Innovation Agency (BRIN). The platform combines multimedia content including videos, case studies, and reflection prompts with key learning objects such as a lesson plan, handout, and slide presentation. Grounded in life-based and humanistic education principles, the model aims to enhance empathy, ethical reasoning, and mental resilience. Expert evaluations from both media and material specialists gave scores mostly 3 (good) and 4 (very good) across assessed aspects. According to the interpretive scale (3.1-4.0 = Very High), the developed media and materials fall into the "Very High Worth Using"category. The highest scores were achieved in usefulness, interactivity, and motivation, indicating that the Google Classroom-based materials meet core expectations of interactive, human-centric learning. Slightly lower scores (3) were recorded for visual contrast, colour combination, font readability, and integration across handout, slide, and assessment tools, signalling areas for refinement especially in the slide presentation and visual design to optimise learner experience. These results confirm the platform's potential to deliver meaningful and scalable human-centric professional education in the public sector. Future research should focus on measuring learning outcomes and the long-term effects of this training on civil servant behaviour and well-being. © 2025 IEEE.
