The problem solving performed by students in solving mathematical literacy problems shows that at the developmental stage of proportional reasoning students have different strategies, especially at the developmental stage of functional and scalar relationships. The purpose of this study is to identify and explore the developmental stages of students' proportional reasoning at the functional and scalar relationship stages in solving mathematical literacy problems. This research used a qualitative approach, students who participated in solving mathematical literacy problems were 191 junior high school students. The researcher served as the main instrument and data collector, using mathematical literacy questions to measure students' proportional reasoning. Based on the results of data analysis, students' proportional reasoning at the stage of functional and scalar relationships found two types of strategies used, they are: 1. the strategy of finding unit values; applying intuition skills as the first step to come up with solution ideas then performing analytical steps applying the strategy of finding unit values; and 2. the strategy of value comparison rules; applying intuition skills, then applying the strategy of value comparison rules to find the value of unknown variables, and utilizing ratios to solve problems. © 2025 City University of New York.
