The rise of mental health challenges among adolescents, especially in the post-pandemic era, has highlighted the need for accessible, youth-friendly digital interventions. This study aims to (1) design and develop HealMe, a web-based ecounseling platform that integrates empathetic user interface elements, professional psychological support, and peer community features tailored for adolescents, and (2) conduct a preliminary evaluation of its functionality and usability. HealMe was developed using the Agile methodology with iterative refinement and expert input from university psychologists and guidance counselors. Functional validation was conducted using black box testing across key features such as user login, community access, and free psychological assessments. Usability testing involving participants yielded a System Usability Scale (SUS) score of 76, categorized as 'Good,' indicating positive user experience in a controlled environment. However, the platform has not yet been publicly deployed, and clinical outcome measures such as changes in anxiety or mood have not been assessed. Future work will involve collaboration with licensed clinical psychologists to validate psychological content and evaluate impact using standardized instruments such as DSM-5 or GAD-7. By focusing on empathetic design and adolescent mental health needs, HealMe contributes to the growing ecosystem of digital health tools and supports Sustainable Development Goal (SDG) 3, Good Health and Wellbeing. This study represents an early-stage effort, and further clinical validation and real-world deployment are required to assess broader impact. © 2025 IEEE.
