Batu Tourism City, East Java, Indonesia is located in a mountain area. Based on the geographical conditions, the area creates opportunities for natural tourism while also posing a natural disaster risk. This study aims to investigate the perspectives of tourism stakeholders about tourism opportunity and disaster risk (disaster-prone areas). The researcher used the Applied Destination Resilience model that consists of (1) defining the tourism system, (2) identifying risks, (3) identifying opportunities to mitigate risk, (4) determine adaptive capacity of the destination, and (5) concluding the adaptation process. This study used a systematic approach to identifying informants through a series of in-depth interviews with 13 key informants including (1) tourism sector, (2) tourism village staff, (3) tourism office, and (4) as disaster management. The analysis focused on an exploratory ground study, using a qualitative approach the results consisted of mitigating opportunity, determining adaptive capacity, and the process of changing viewpoints from passive stakeholders. The results indicated that there is a broad acceptance of risk among managers, including perspective of disasters are natural phenomena, influenced by geographical conditions, and lack of disaster risk information. In addition, collaboration among stakeholders, risk mitigation, determine the adaptive capacity, and adaptation process remains underdeveloped. © 2025 Informa UK Limited, trading as Taylor & Francis Group.
