This study develops an innovative Learning Management System (LMS) that integrates local wisdom to enhance digital education in rural communities. Using the Research and Development (R&D) approach and Lee and Owens' model, the system was built for Desa Kebobang based on a structured need assessment involving 44 respondents. The findings revealed a strong demand for practical, context-based content in areas such as agriculture, marketing, digital literacy, health, and ecotourism. The LMS incorporates features including localized course templates, automated assessments, progress tracking, discussion forums, and collaborative group work. Expert validation using Katia Passerini's instrument rated the LMS as "Very Good"across four dimensions: Content Suitability (88.0%), Design Feasibility (86.5%), Pedagogical Appropriateness (85.3%), and Cultural Relevance (87.1%). User testing with 50 community members confirmed consistent performance across Effectiveness (81.84%), Appeal (81.44%), User Experience (80.00%), and Efficiency (79.36%). These results demonstrate the system's ability to address both technical and socio-cultural learning needs. The study highlights how embedding local wisdom and community participation into digital platforms fosters inclusive and sustainable learning. Future research should explore broader implementation and the addition of offline capabilities and AI-personalized features to enhance accessibility and long-term impact. © 2025 IEEE.
