Decentralized renewable energy for productive uses in micro, small, and medium-sized enterprise (MSMEs) clusters: A systematic review and meta-analysis

Abstract

Decentralized Renewable Energy (DRE) is increasingly promoted to enhance energy access and stimulate productive activities among Micro, Small, and Medium Enterprises (MSMEs) in emerging economies. However, empirical evidence quantifying its impact on business performance remains fragmented and context-dependent. This study applies a systematic review and meta-analysis following PRISMA guidelines, synthesizing evidence from publications between 2010 and 2025. Twenty studies met qualitative inclusion criteria, and 15 studies comprising 10,471 enterprises were eligible for quantitative synthesis. Effect sizes were calculated using Cohen's d under random-effects modeling, with subgroup, heterogeneity, sensitivity, and publication bias analyses conducted to ensure robustness. The pooled effect size indicates a statistically significant medium-to-large positive impact of DRE adoption on MSME performance (d = 0.693; 95% CI: 0.461–0.925; p < 0.001). The most substantial effects were observed for adoption (d = 1.178) and productivity (d = 1.035), while profitability effects were more minor and context-dependent. High heterogeneity (I2 ≈ 93%) reflects substantial regional, technological, and institutional variability. Findings suggest that DRE enhances productivity and operational continuity, yet financial viability and regulatory conditions mediate realized benefits. Financial barriers remain the dominant constraint despite declining technology costs. DRE adoption significantly improves MSME performance, but scalable impact requires integrated financing mechanisms, regulatory harmonization, and productive load stimulation strategies. © 2026 International Energy Initiative
